Severity is not urgency.

A burned-out light is routine maintenance — unless it sits in a common-area egress path. A broken lock is a nuisance — unless it is on a door the facility is obligated to keep secured. Maintenance systems sort by how bad the damage looks. The requirements attached to a building sort by something else entirely, and they do not care which ticket came in first.
